Clerical Office under the Provincial Government

Clerical Office under the Provincial Government is an organization to assist leaders of the provincial government with routine of provincial people's government.

Main functions and responsibilities:

1. To assist leaders of provincial government with examination and verification or organizing drafting document in the name of the provincial government or clerical office under it.

2. To study issues put forward for instructions by each department of the provincial government and governments of city and municipality level, so as to give its opinion on their examination and verification, and report to leaders of the provincial government for examination and approval.

3. To take charge of preparations for provincial governmental conference, and help the leaders of the provincial government implement the settled matters in the conference.

4. To give its opinions on disputes between departments of provincial government, and to report to leaders of the provincial government for settlement, according to instructions by the leaders or requirements for document handling.

5. To supervise and urge each department of the provincial government and each government of city and municipality level to implement documents of the provincial government, settled matters of the conference, and instructions of certain leaders, follow up with a survey, and report to leaders of the provincial government in time.

6. To assist leaders of the provincial government with handling any emergency or eventful affair which should be handled by the provincial government directly.

7. To draft Government Work Report and important address for leaders of the provincial government.
8. To investigate global and vital subjects concerned with economic construction, social development and reform and opening of the whole province according to instructions of leaders of the provincial government and working arrangement of the provincial government, report in time and table a proposal.

9. To collect, sort and transmit information of government affairs, so as to serve leaders of the provincial government who will make decisions and instruct work; to take charge of programming and service instruction of office automation in the whole provincial government system; to compile and publish Hunan Political Newspaper, an issue for provincial office.

10. To organize recommending NPC deputy and proposing CPPCC committee member.

11. To take charge of keeping watch for the provincial government, reporting vital conditions to leaders of the provincial government, and helping handle vital matters put forward by departments of the provincial government and all cities and municipalities.

12. To take charge of civil service, safeguard and reception concerned in the provincial office yard, so as to serve leaders of the provincial government.

13. To supervise offices under the provincial government in Beijing, Guangzhou, Shenzhen, Shanghai and Hainan; to supervise legal system office under provincial people's government, provincial bureau of religious affairs, and provincial immigration office; to have main supervision over provincial office for complaint letter and visit.

14. To handle any other business demanded by leaders of provincial Party committee or provincial people's government.
