Provincial Development and Reform Committee of Hunan is a component of the provincial people's government, and it is an integrated economic department in charge of comprehensive researching and drawing out policy for provincial economic and social development, so as to gain a macroeconomic control and a gross balance, and to instruct the collective economic restructuring.

Main functions and responsibilities:

1. To draw out and organize the implementation of stratagem, medium and long-term program and annual plan for national economy and social development in the whole province; to put forward propositional aim and policy for national economic development and optimizing vital economic structure; to table a proposal for the employment of various economic methods and policies; entrusted by provincial people's government, to report to provincial National People's Congress of the plan for national economy and social development.

2. To research and analyze economic situation and economic development both inside and outside of China and Hunan, hence to have a forecast and early warning to regional economy; to study issues of importance concerned with provincial economic security, and table a proposal for the policy of macroeconomic control, so as to coordinate economic and social development; to solve vital problems during macro economical operation together with some departments concerned.

3. To take charge of collecting and analyzing information of finance and securities, do research on steps to implement national financial policy, monetary policy and other controlling policies, and coordinate local policy of price; to draw out a macro industrial policy and organize the implementation of it.

4. To study vital issues in national economic structure reform and opening up, organize drawing out an all-round blue print of economic structure reform, and coordinate project for specialized economic structure reform; to table a proposal for optimizing pattern of ownership and organizational structure of enterprises.

5. To decide on the volume of total investment of capital asserts in the whole province and society, and program vital projects and distribution of productivity; to arrange provincial financial construction funds and specialized construction funds, instruct and supervise the employment of foreign loans for construction funds, and instruct and supervise the placement of policy loans.

6. To advance strategic adjustment and upgrade of industrial structure; to make development strategies and programs for important industries of national economy; to do a research and coordinate vital issues in the development of agriculture and rural economics.

7. To do a research and suggest strategy, gross, structure, layout and policy measures for tertiary-industry development in Hunan, work out and organize the implementation of development program for tertiary-industry, and study developments of tertiary-industry both inside and outside of China.

8. To research and analyze regional economy and development of urbanization, make a program for harmonized development of regional economy, plan development of country, town and region as a whole, and suggest stratagem and main policy measures for development of urbanization; to take charge of entirely harmonizing economic collaboration between regions.

9. To research and analyze markets both inside and outside of China and Hunan, and take charge of gross balance and macroeconomic control of key merchandise in Hunan; to work out gross import and export plan of main farm produce, commercial product and raw and processed materials, and supervise the implementation of the plan.

10. To gain a balanced linkage between national economic development, national defense construction and social services as population and family planning, science and technology, education, culture, sanitation, physical education, broadcast, movies and television, public press, etc in Hunan.

11. To advance the strategy of sustainable development, plan harmonized development between human beings and society and nature as a whole, do a research and draw out a program of resource saving and comprehensive utilization, participate in working out an ecological construction program, and suggest policy for resource saving and comprehensive utilization.

12. To do a research and make a policy of improving employment, adjusting income distribution, perfecting social security and developing economy harmoniously, so as to coordinate vital issues as employment, income distribution and social security.

13. To draw out or participate in drawing out local administrative rules and regulations on development of national economy and the society, reform of economic structure, and opening up, and participate in the implementation of the rules and regulations above as well.

14. Entrusted by provincial people's government, to guide and supervise information center of economic research, provincial economic and technical cooperation office, provincial economic construction and investment corporation, and provincial consulting corporation of international projects (analyzing and judging center of national investment projects under provincial committee of development and reform) under provincial government.

15. To undertake any other business demanded by provincial Party committee or provincial people's government.
