Hunan Provincial Department of Land and Resources is a part of the People’s government of Hunan province. It is in charge of the programming, administration, protection, reasonable utilization and mapping of the overall natural resources, such as land and mineral resources.
Under the department are 17 functional offices, agencies, bureaus, including Offices of General Affairs, Office of Policies, Rules and Regulations, Office of Finance, Office of Farmland Protection(the tablet of the Committee office of agricultural section in the province has been maintained), Office of Construction Land, Office of Cadastral Management，Office of Estate Management, Office of Minerals Exploitation Management, Office of Minerals Storage and Measurement, Office of Geological Environment, Office of Geological Survey , Office of Base Mapping, Office of Mapping Trade, Bureau of Law Implementation and Inspection(the tablet of the Body of Law Implementation and Inspection of National Land and Resources has been added to), Office of Propaganda of Science and Technology and Foreign Affairs, Office of Personnel Education, Committee Organs of CPC directly governed ministry, Agency of Supervision of Discipline Inspection Group, Office of Retired Employees of Administration，Center of Logistics Service of Ministry Organs. Main functions and responsibilities
1. To lay out local rules and regulations relating to mapping administration and natural resources like land and resources, mineral resources, which to be enforced after approval; to take charge of relative executive reconsideration in accordance with regulations; to study drawing up policies of management, protection and reasonable utilization of land and mineral resources; to carry out enforcement of technical standards, regulations criteria and measures of land and mineral resources and mapping management.
2. To organize workout and enforcement of state land programming, of general programming of land utilization, and of other specific programming；to take part in auditing of general urban programming applied to provincial government for examine and approve; to direct , examine and approve general programming of cities and counties; to organize survey and review of mineral resources ,and to work out programming of protection and reasonable utilization of mineral resources ,programming of ecological exploration survey, programming of prevention and control of ecological hazard, programming of protection of ecological relics; to program and enforce development workout of mapping Industry, and base mapping.
3. To supervise and inspect the administrative enforcement of laws on land resources of cities (prefectures) and counties (cities) and the implementation of land and mining resources planning; To protect the legal right of the owners and users of land and mining resources, undertake and organize coordination and disposal of serious right dispute, investigate and deal with serious law-violation cases.
4. To make policies to protect cultivated land and encourage land development, control the utilization of farm land, protect the basic farm land, direct the supervision of development, treatment and reclamation of unexploited land and development of cultivated land, making sure of the steady increase of cultivated land area.
5. To implement the land register management method, direct the land register management of the whole province; To organize land resources and land register investigation, land statistics and dynamic monitoring; To direct the determination of land use right and ownership, identification of urban and rural land register, grading and registration of land, and other works.
6. To make out management methods on land use right sales, release, fund mortgage, transfer, trade and government purchase, and organize implementation of these methods; To make out state-owned land allocation utilization guideline and county (town) village land use management methods, directing the management of land use right transfer of collective non-agricultural land in rural area.
7. To direct the evaluation of basic land price and labeled land price of Hunan Province, examine the land evaluation qualification of the evaluation organs, determine the price of land use right; to undertake the examination and report of lands of all types that should be reported to the State Council and the People’s Government of Hunan Province for approval.
8. To manage the examination registration certification and transfer examination registration of exploration right and mining right of mineral resources; To examine and approval the external cooperation sections by laws according to the authorization; To control mineral resources reserve and take care of compilation of geologic materials; To implement geologic examination industrial management by laws, examine and approval the qualification of geologic examination institute and manage the achievements by laws; To take charge of the levy and use of mineral resources compensation fee by regulations; Examine the exploration right and mining right assessment qualification of assessment organs, determine the exploration right and mining right assessment results.
9. To organize monitoring, prevention and disposal of geologic disasters, protect geologic trace; To manage exploration and assessment of hydrological geology, engineering geology and environmental geology by laws, monitor and prevent the ground water from over-exploration and contamination, protect the geologic environment; To identify the valuable geologic site protection areas such as ancient biological fossils unearthing site, standard geologic section and so on; To govern the geologic site protection area by the corresponding authorities.
10. To organize and manage foundation plotting, administrative region border plotting, land register plotting and other provincial or key plotting projects and plotting technical projects.
11. To assess the grade of the plotting units by laws, manage plotting registration; To examine the provision of plotting results to external unit and the plotting of foreign organizations or individuals in Hunan Province by laws; To manage mapping compilation by laws and check the maps to be published and the place names on the maps.
12. To manage provincial basic geologic information data, examine and issue the important data of Hunan Province according to the authorization; To cooperate with the departments concerned to compile the standard sample map of Hunan Province Administrative Borderline, organize and direct the public service of basic geologic information; To control the state plotting base and measuring control system of the whole province, direct and supervise the management of various plotting results and the protection of measuring marks.
13. To arrange and supervise the use of the geologic exploration fund and basic plotting special fund allocated from state finance and the other funds allotted from provincial finance, organize and supervise the levy and use of land resources management stipulated fees by corresponding regulations.
14. Organize external cooperation and communication in land resources development, mineral resources exploration and plotting.
15. To centralize management by the Geologic Mining Exploration Development Bureau of Hunan Province.
16. To undertake the other items assigned by the Provincial Committee of CPC and the Provincial People’s Government.
