Main Functions and Responsibilities
1. To study and make out policies, guidelines, laws, regulations and corresponding development strategy, long and medium period planning and annual plans for city planning, village and town planning, project construction, city construction, village and town construction, construction industry, housing real estate, exploration design and consultation, and municipal public works in the whole province, direct the implementation and carry out industrial management.
2. To direct the city planning, village and town planning, city investigation and municipal works measurement of the whole province; To examine and report the overall city layout and town system layout assigned by the Provincial Government; To participate in the examination of regional planning and overall layout of land use; To undertake the corresponding examination, report, protection and supervision works in accordance with the historic and cultural famous city; To manage the city construction documents.
3. To carry out the corresponding state standards, state uniform quota, industrial standards and corresponding management system in the execution period of project construction, organize the drawing up of detailed implementation methods, management rules and local standards; to supervise and direct the implementation of construction cost and standard quota in various projects.
4. To direct and manage the construction activity of the whole province; To work out laws and regulations for investigation and design, construction, construction supervision and relative social intermediary organs management, and supervise the implementation; To normalize the construction market, direct and monitor the market entering threshold, project biding and bid invitation, project supervision and project quality and safety; To organize and coordinate the construction enterprises to participate in international project construction and labor cooperation.
5. To manage, organize and coordinate the provincial key construction projects during construction period.
6. To direct the construction of cities, villages and towns; To direct the municipal public works construction such as water supply and water saving, sewage drainage, gas and heat supply, municipal facilities, public buses, gardens, city environmental construction and city sanitation construction; To direct plantation and sodding in the urban planning area; To cooperate with the departments concerned to examine, report, protect and supervise the provincial key scenic resorts and their layout and construction; To guide utilization and protection of ground water in the planning area of cities; To direct the treatment of city environment and the supervision of city construction.
7. To direct the housing construction and town housing system reform in the whole province; To take charge of housing and real estate industrial management and house property right and property register management; To direct the remunerative transfer and development of land use right in cities and towns; To direct and normalize the real estate market.
8. To take charge of the anti-seismic and protection of various buildings, auxiliary facilities and urban public works; To direct the development and utilization of underground space of cities.
9. To lay out scientific and technological development plans and technical policies for all the industries governed by the Construction Ministry of Hunan Province; To organize research on key scientific and technological projects and development and application of new technologies, manage the industrial scientific and technological achievements.
10. To control the international economic and technological cooperation of the construction industry; To direct the construction enterprises to develop oversea construction markets and real estate markets.
11. To direct construction of the scientific and technological personnel teams in all sections of the construction system, take charge of technical professional title assessment and certificated qualification management; To direct the training and further education of employees in the construction system.
12. To undertake the other items assigned by the Provincial Committee of CPC and the Provincial People's Government.
