Main functions and responsibilities
1. To implement national policy and statute on transportation, draw out stratagem, guideline, policy, statute and regulations for development of highway and waterway transportation, and take charge of inspection and supervision over transportation law enforcement.
2. To draw out development program, medium and long-term plan and annual plan for highway and waterway transportation and supervise the implementation of it; to take charge of statistic and information collection of transportation.
3. To organize transportation of vital materials and urgent transportation of both travelers and goods; to organize key project construction of highway and waterway transportation of state or provincial level or such large or medium-scale project construction; to take charge of controlling the cost and supervising the quality of highway and waterway transportation project construction; to take charge of fund procurement for key transportation project construction and appropriation, supervision over transportation funds in the control of Provincial Transportation Department; to take charge of trade management of toll road, toll bridge, toll ferry and toll tunnel.
4. To instruct system change of transportation trade; to maintain equal competition order for highway and waterway transportation; to conduct the trade of transportation to optimize structure and develop harmoniously.
5. To take charge of construction, maintenance and management of fundamental highway and waterway transportation facilities in the whole province; to organize construction of key transportation project of state and provincial level; to manage transportation construction market.
6. To take charge of checking the collection of and managing the employment of prescribed transportation charge and highway pike; to organize fund procurement, utilization and management for construction of fundamental transportation facilities; to take charge of trade management of toll road; to manage national asset in the control of Provincial Transportation Department; to instruct internal audit of transportation system.
7. To take charge of supervision over transportation safety on river, test of shipping and marine equipment, salvage and communication navigation in Hunan; to take charge of trade management in shipping agency, ocean shipping tally、sea-route dredging and construction of equipment on port and harbor in a layout along coastline.
8. To instruct management of technical standard for highway, waterway and car carrier, organize key technological exploitation and brainstorming for project, so as to advance science and technology in the trade; to instruct education and trainings in the trade of transportation.
9. To take charge of personnel management, labor cost and staff establishment management of the department and its subordinate units and the relation between the Party and the masses of the department and its subordinate units hunan; to instruct team construction of employees and cultural and ideological progress of the trade of transportation.
10. To instruct international communication and cooperation of the trade of transportation and transportation for economic relation with foreign countries and foreign trade.
11. To undertake any other business demanded by provincial government.
