Main functions and responsibilities

1. To do a research and draw out stratagem, guideline and policy and overall plan for the development of information industry in Hunan, promote manufacturing of electronic information products, trade of information service and trade of software, so as to promote national economy and informatization of social service.

2. To implement national laws and statute on information industry, do a research and draw out and organize the implementation of local statute, and take charge of administrative reconsideration, administrative execution of law and supervision over execution.

3. To program as a whole information fundamental network, computer network and broadcast and television network (including wireless and cable television network) and manage the trade in Hunan.

4. To organize the implementation of national technical policy, technical system and technical standard for manufacturing of electronic information products, trade of information service and trade of software, and work out local technical policy and technical standard; to work out technical system and standard for network of broadcast and television transmission; to instruct supervision over and management of quality of electronic information products.

5. To legally supervise markets of electronic information products, information service and software products, practice necessary system of operation licensing, supervise quality of products and service, so as to maintain market order, and guarantee equal competition in Hunan; to take charge of supervision over and management of household appliances maintenance in Hunan; to participate in working out policy for charge and expense on information service in Hunan, and supervise the implementation of charge standard of information service.

6. To conduct and prop up information industry for development, instruct adjustment in industrial structure, product structure and enterprise structure, and instruct recomposition of state-owned enterprise and establishment of enterprise group, according to industrial policy and technical development policy; to allocate resources rationally, so as to avoid repeated construction.

7. To promote scientific research exploitation of information industry in Hunan, organize brainstorming for major technological project and assimilation, absorption and innovation of introduced techniques, and promote industrialization of achievements in scientific research.

8. To manage the trade of war industry electron in Hunan.

9. To do a research and work out development program for national economy and informatization of social service in Hunan, and coordinate owners in advancing key informatization projects; to instruct, coordinate and organize exploitation and utilization of information resource, and advance network interconnection and information sharing; to organize coordination and promote the development of trade of software; to instruct and manage popularized utilization of electronic information techniques and popularization education of informatization; to coordinate and manage information network and international network interconnection of mainframe computer in Hunan; to give corresponding examination and approval to application for domain name registration of units in the control of provincial government (GOV and ORG) according to its right of management, and coordinate and manage naming of domain name of network in Hunan.

10. To organize external economic and technical cooperation and communication of information industry in Hunan, and coordinate the management of import and export of information products.

11. To take charge of trade statistic and trade information release; to instruct the work of social organizations of information industry in Hunan.

12. To undertake any other business demanded by provincial Party committee and provincial people’s government.
