Main functions and responsibilities

1. To do a research and draw out guideline and policy, development stratagem, medium and long-term program and annual plan for water conservancy in Hunan, and draw out local statute and regulations concerned and supervise the implementation of them.

2. To have centralization of management of water resource (including water in the air, surface water and ground water); to organize drawing out long-term provincial and intercity or intermunicipality water demand and supply projects, and plan for distribution of discharge of stream; to organize demonstration of water resource and flood prevention or control for general plan of national economy, city planning and key construction projects; to organize the implementation of license system for water supply and charge system of water resource; to draw out policy of optimal water utilization, work out planning of optimal water utilization, work out standard concerned, and organize, instruct and supervise the work of optimal water utilization in Hunan; to release information of water resource distribution in Hunan; to instruct hydrographic work in Hunan.

3. To draw out planning for water resource protection according to national and provincial laws and regulations and standards concerned with resource and environmental protection; to organize the division of water domains; to inspect and measure discharge of stream and water quality in rivers, streams, lakes and reservoirs, examine and approve the capacity for pollution of water area, and put forward a proposal for gross control of pollution discharge in different water domains.

4. To organize and instruct supervision over water policy and water administrative execution of laws; to coordinate and arbitrate water affair disputes between departments or cities or municipalities.

5. To draw out economic adjustment measures in the trade of water conservancy; to take charge of supervision over value maintenance of national asset in the trade of water conservancy, and have macro adjustment of and supervision over utilization of water conservancy funds; to instruct operational work as water supply and water and electricity in the trade of water conservancy; to do a research and put forward a proposal for economic adjustment in price, taxation, credit and financial affairs for water conservancy.

6. To take charge of construction and management of water conservancy in Hunan; to organize working out and take charge of examining recommendations and feasibility report of large and medium-scale water conservancy fundamental construction projects; to organize scientific research and technical popularization of major water conservancy; to organize drawing out technical quality standard in the trade of water conservancy and regulations and criterion for water conservancy, and supervise the implementation of them.

7. To organize and instruct management and protection of water conservancy equipment, water area and its banks; to organize and instruct fathering and exploitation of rivers, lakes, reservoirs and river entrance and beaches; to organize the construction and instruct the management of crucial or intercity or intermunicipality key water conservancy; to organize and instruct safety supervision in reservoir and water power dam.

8. To undertake routine work of provincial flood prevention and drought fight headquarters, organize, coordinate, supervise and instruct flood prevention and drought fight work in Hunan, and practice flood prevention and drought fight dispatching for Dongting Lake, main rivers and streams and key water conservancy.

9. To instruct water conservancy in the countryside; to organize the coordination of fundamental construction of farmland water conservancy, electrization of water and electricity in the countryside and water supply in country and town; to instruct water-saving irrigation and water drinking in the countryside; to suggest placement and capacity planning for large and medium-scale reservoir.

10. To organize water and soil conservation in Hunan; to do a research and work out measures and planning for water and soil conservation projects, and organize supervision over and comprehensive prevention and cure for water and soil loss.

11. To take charge of technological education and external work of provincial trade of water conservancy; to instruct team construction of water conservancy in Hunan.

12. To supervise provincial hydrographic water conservancy reconnaissance bureau and provincial Dongting Lake water conservancy administration.

13. To undertake any other business demanded by provincial Party committee and provincial people's government.
