Hunan Provincial Department of Agriculture is a part of the people's government of Hunan province; it is in charge of the development of agriculture and rural economy. The department has currently more than 8,000 officials and staffs. Among them, 220 are public servants and 1,600 are technicians.
Main Functions and Responsibilities
1. To lay down developing strategies of agricultural production and rural economy, medium and long-term programs. Organize the execution after ratify. To lay down and supervise the execution of agriculture exploitation plans.
2. To lay out the industrial policies of agriculture, to advise the reasonable adjustment of agricultural structure, the reasonable deployment of agricultural resource and the improvement of products quality. To table proposals about the prices of agricultural products and means of productions, the circulation of large amount agricultural products, rural credit, revenue and agricultural financial allowance. To draft out local rules and regulations of plant industry, livestock farming, fishing, and agricultural machinery and so on (hereinafter called agricultural industries). To take charge of administrative execution and reconsideration of agricultural industries.
3. To research and raise opinions of deepening the rural economic system reformation. To advise the reformation of farm economic system with concerned organs, to advise the construction of agricultural socialization service system, to advise and supervise farmer burden-lighten and land usufruct movement, to advise the land maintenance, protection and reconstruction.
4. To set out policies and development programs of agricultural industrialization management, advance the business integration of before, on, and after production, to organize and coordinate the market system construction of agricultural means of production, to participate in the research of policy planning for Vegetable Basket Project, to table import and export proposals of main agricultural products and significant agricultural productive materials. To forecast and announce rural economic information such as agricultural products, the supply-and-demand situations of agricultural productive materials.
5. To organize agricultural resource rationalization, ecological agriculture and sustainable development, to advise the exploitation of farming field, fishing water area, grassland, farming-suitable desolate sands, everglades, and rural reproducible resource as well as the protection and management of agricultural bio-species resources. To take charge of protecting the ecological environment of fishing water area as well as water-living and wild animals and plants, to perform fishing boating inspection and supervise and management upon fishery administration and fishing ports. To perform supervise and management upon agricultural environment protection with the supervise and advise from the environment protection organs.
6. To lay out development programs and concerned policies of agricultural scientific research, education, technology popularization and team construction, carry out the strategy of revitalizing the agriculture through science and education. To selection and implement of important scientific research projects and technology popularization projects, to advise the agricultural education and professional skill improvement.
7. To set out and execute technical standards of agricultural industries. To organize the quality supervision and authentication of agricultural industries and green foods and the protection of new agricultural plants species. To coordinate quality examination, authentication and administrative inspection of agricultural inputs such as seeds, pesticide, animal remedy, to perform registration of domestic production and imported seeds, pesticide, animal remedy and fertilizer. To implement the security supervise, quality inspection and authentication of tractors, combine harvesters and agricultural vehicles.
8. To organize veterinary administration and animal remedy pharmaceutical administration. To organize and supervise epidemic prevention and quarantine of local animals and plants. To announce epidemic situation and to eradicate it.
9. To undertake agriculture-concerned foreign affairs authorized by provincial people's government, and execute agricultural aid projects. To responsible for international economic and technological communication and cooperation.
10. To manage the funds of national and provincial investment in different agricultural industries with concerned departments, to advice the enterprises which are directly under the provincial department of agriculture, and supervise the maintenance and increment of the value of their state-owned assets. To administrate their affairs such as personnel, labor and society guarantee and personnel recruitment, t o advise the social organizations on how best to serve the development of agricultural economy.
11. To administrate four provincial bureaux for the following: township-run enterprises, farming and fishing, agriculture mechanization management and agriculture reclamation.
12. To undertake other affairs demanded by provincial Party committee or provincial people's government.
