Main Functions and Responsibilities

1. To execute guidelines, policies and regulations and laws concerning national forestry, to set out guidelines and policies for ecological environment construction, forestry resource protection and land scaping, and draft out and supervise the execution of local forestry rules and regulations.

2. To lay out and execute province's forestry development strategies and medium and long-term programs. To manage provincial forestry funds and supervise its management and use.

3. To organize tree planting and forest conservation. To organize and advise soil and water conservation with biologic measures like tree and grass planting, as well as sand-storm protecting and control. To advise construction and management of state-owned forestry area (nursery garden), collective forestry, forest park and grass-roots forestry organizations.

4. To organize and advise the management of forest resources (including economic forest, fuel forest, timber, shelter and other special service forests), organize the forest resource investigation, tendency inspection and statistical work in Hunan province. To review and supervise the utilization of forest resources and set the amount of forest cutting limitation, supervise the execution after ratify by the provincial people's government. To supervise the policy implement of cutting and transportation of forest and bamboo grove based on licenses. To organize and advise the management of forest land and forest ownership, and to examine and verity the requisition and impropriation of woodland which should be authorized by provincial government, to supervise forest land exploitation and coordinate the dissension of forest ownership.

5. To organize and advise the protection and reasonable exploitation of terrestrial and wild life; to set out and regulate catalogue of wildlife protected emphatically at provincial level, then to issue after ratify. Under regionalization and planning principles of national natural reservation area, to advise construction and management of forest and natural reservation area according to the type of terrestrial and wild life, to organize and coordinate the protection of swamp and the fulfillment of concerned international agreement. To take charge of export and import of species which are in severe danger and the export examination and approval of protective wild animals, rare species, rare wild plants and their products.

6. To coordinate and supervise forest-fire protection and police work of the whole provincial; to organize the prevention, cure and quarantine of forest disease, insect pest and mice.

7. To put forward economic regulating ideas of forestry developing and concerned proposals about forest industry developing strategies; to supervise and manage state-owned forestry assets, and to advise the forest industry developing; to examine and verify the application of important forestry construction programs.

8. To advise the development and cultivation of all kinds of commercial forests (cover timer forest, economic forest, fuel forest, medical forest, bamboo grove and special service forests), landscape forest and flowers.

9. To organize and advise forestry science and technology, education, foreign affairs and propaganda; to advise provincial personnel construction of forestry.

10. To undertake other affairs demanded by provincial Party committee or provincial people's government.
