Main Functions and Responsibilities

1. To execute national guidelines, policies, laws and regulations of population and family planning. To study out regulation draft. To assist concerned departments to constitute correlative social economic policies, to advance the comprehensive control of population and family planning.

2. To lay out developing strategies of our provincial population, according to population control aim determined by national and provincial government, to draw up the medium-term and long-term plans and yearly plan of provincial population and family planning. To draw up development programs of provincial family planning project. To take charge of statistical work, to execute investigation of family planning by sample, to participate in analyzing and researching the provincial population statistical data.

3. To organize the general program of scientific research for family planning. To organize comprehensive and prospective research of significant questions which concerning population and family planning.

4. To draw up plans and standards of reproduction and health service around procreation, birth control, acyesis. To improve the quality of birth population with health department; to guide and supervise technologies and medical equipment provide of family planning. To supervise and manage medical equipment retail of family planning and health commodity market with departments of industrial and commercial administration, medicine supervision, and commodity price.

5. To draw up work plans of propaganda and education of population and family planning, to organize entire national propaganda and education affairs. To develop social and public affairs of propaganda and education of population and family planning by coordinating concerned departments.

6. To draft out and turn over plans of provincial operating expenses of family planning and budget and final account of basic construction investment and medical equipments requirement of family planning. To manage finance and state-owned assets of offices and directed departments. To advise financial management of family planning system.

7. To draw up and execute plans of staff construction and training of family planning system; to administrate personnel organization of offices and directed departments.

8. To take charge of international communication and cooperation of family planning and concerned population affairs, to manage international cooperation programs of family planning.

9. To advise concerned social group of population and family planning.

10. To undertake other affairs demanded by provincial Party committee or provincial people's government.
