Hunan Provincial Department of Intellectual Property Rights is an organization directly under provincial people’s government. Authorized by provincial people’s government, it is in charge of provincial patent work and the coordination and all-around planning affairs of intellectual property rights. The main functions and responsibilities are as follows:

1．To carry out and execute laws, rules and regulations of national patent and concerned intellectual property rights, to study and set out local rules and regulations of patent and concerned intellectual property rights.

2. To set out and organize the execution of provincial development strategies and programs of intellectual property rights project. To all-around plan and coordinate foreign affairs of intellectual property rights, to advise and coordinate the work of intellectual property rights.

3. To organize and advance the publicity and training work of Patent Law of the People’s Republic of China and concerned rules and regulation, to take charge of administrative law execution of the patent, to investigate and dispose patent dissension and inspect and punish the behavior of patent imitation, to first trial the patent agency and the cognizance of personnel qualification.4. To draw out the development programs of provincial patent information network, to advise and coordinate the execution of such programs.

5. To undertake other affairs demanded by provincial Party committee or provincial people’s government.
