Main Functions and Responsibilities

Hunan Provincial Statistics Bureau, directly under the provincial people's government, governs statistical work as well as examines and calculates national economy throughout the province. Its key responsibilities are as follows:

1. To implement the national guidelines, policies, laws, rules and regulations related to statistic work; to study statistical system and conduct the reform of the statistical method; to accomplish the statistical investigation task assigned by the state; to supervise and inspect the implementation of statistical rules and regulations and deal with various kinds of activity that violated law.

2. To formulate and organize the implementation of the statistical reform and the construction of statistics modernization as well as statistics investigation plans and schemes of the province; to study and formulate the unified statistical system throughout the province and work out the statistical standards to establish a sound national economic accounting word and statistical index system.

3. To direct and coordinate provincial statistical work, to organize survey of provincial situation and power and other relevant ad hoc survey; to be responsible for the examination, approval of the statistics investigation plans and schemes of other departments directly under the provincial government.

4. To provide the statistical information and materials to the Standing Committee of the Provincial People's Congress, the Provincial Government to formulate policies and work out the national economic and social development programs; to be responsible for the statistical analysis, statistical forecast and statistical supervision of national economy, scientific, technological advancement and social development and provide statistical information and consulting suggestions to the Standing Committee of the Provincial People's Congress, the Provincial Government and other relevant departments.

5. To check and ratify, manage statistical information about provincial basic economy, society, science and technology; to publish periodically provincial national economy, social advancement and other relevant survey and special statistical bulletin as well as social economy statistical information to the public.

6. To establish and manage the automatic system of statistical information and the statistical database system throughout the province; to direct and strengthen the construction of the statistical database net at all gross-roots units.

7. To manage and manage in trust the city's, rural, and enterprises investigation team; to organize and coordinate these teams' investigation work across the province.

8. To place under the unified administration of statistic operation cost of statistics institutions at or above the county level; to examine and manage the directors of statistics bureau of townships and towns jointly with the local authorities; to guide and coordinate the organization and implementation of the professional technical position appointment system and the professional technical qualification certification system of this series; to organize and direct the statistical scientific research, training, and publicity work;

9. To undertake other matters assigned by the Chinese Communist Party Hunan Committee and Provincial Government.
