Main functions and responsibilities

1. To implement the national guidelines and policies and enforce the laws, rules and regulations related to the communications trade; to plan and manage as a whole the public/exclusive telecommunication network in this province.

2. To be responsible for acceptance approving and issuing the telecommunication business operation license and manage the telecommunication facility's access to network; to supervise and manage jointly with price administration and quality/technology administration departments the price and service quality in this province.

3. To ensure the public/exclusive telecommunication networks access to each other and their cut-in impartially; to coordinate telecommunication enterprises' economic and business relationship.

4. To be responsible for disposition and management of the telecommunication network codes and other resources on the base of authorization.

5. To organize and coordinate the telecommunication and information security, special communication for the Party and government, as well as emergency communication work.

6. To undertake other matters assigned by the State Ministry of Information Industry and Provincial Government.
