Main functions responsibilities

1. To implement the national guidelines, policies, laws, rules and regulations related to price and formulate the local rules and regulations as well as their implementation; to formulate price policies and major price reforms and carry out their implementation.

2. To study and put forward the provincial gross price level goal and take adjustment and control measures, and to be responsible for the implementation and overall equilibrium; to be responsible for collecting, managing and disbursing from price adjustment fund; to wield the price balance effect to promote economic development.

3. According to law, to organize and conduct investigation and analysis of provincial industrial and agricultural products, real estate, public utility, public service, intermediary service and some administration fees; to analyze, forecast and monitor market quotation, price and dynamic state of charge to provide relevant departments with investigation and analysis information and materials as well as put forward measure and suggestion accordingly.

4. To study and formulate management catalog and management method of product price, service charge and be responsible for their implementation; to supervise and mange the prices of goods and services which the country and province designated; to coordinate and manage the charges levied by administration and institution units, service industry, and intermediary organizations.

5. To study and work out the policy and method of raising funds for energy, traffic and public utilities by the mean of stipulating price and charge; to participate in studying and formulating the major reform draft on medication, changing fee collection to taxation, and other matters related to price and charge.

6. In the light of law, to supervise and manage the price of goods and services, the charges levied by administration and institution units, and price behavior conducted by proprietors and intermediary organizations; to standardize price behavior and maintain price order to keep fair competition; to deal with various kinds of activity that violated price rules and regulations in a manner of implementation of administrative punishment and/or administrative enforcement measure; to carry out the rack rate system and price self-discipline; to establish a sound system in which unfair prices or charges will be exposed so as to control prices and charges socially; to be responsible for the acceptances and handling of the administrative reconsideration applications and response to the administrative litigations.

7. To be responsible for coordinating and linking up the prices of different provinces, prices, departments, and industries; to direct intermediary organizations to assess and authorize prices.

8. To direct price management functional departments at city and county level to carry out pricing work; to be responsible for educational training among price cadres throughout the province.

9. To undertake other matters assigned by the Chinese Communist Party Hunan Committee and Provincial Government.
