Hunan Provincial Radio and Television Bureau, directly under the provincial people's government, governs radio broadcasting, film and television throughout the province. Its key responsibility is to implement the Communist Party of China's and State's guidelines and policies related to radio broadcasting, film and television to guide the public opinion.

1. To direct radio broadcasting propaganda and creation of the radio, film and television programs and coordinate their contents.

2. To direct the radio and television management system reforms.

3. To conduct research and formulate local rules and policies concerning the management of the radio broadcasting and television business

4. To formulate management rules, regulations and work out a plan for the development of the provincial radio broadcasting and television business.

5. To supervise and manage the programs on television, satellite television and other communication network broadcasting to the public.

6. To be responsible for the examination and appraisal of programs from abroad that radio and television stations will broadcast.

7. To examine and approve or undertake the establishment of the radio or television broadcasting or relayed broadcasting organization; to examine and approve the establishment and revocation of production units which create radio, television programs and television dramas.

8. To organize and supervise the film/TV drama contents and quality of the programs broadcast on radio and television.

9. To grant or revoke the television program production and market access of the product via examination.

10. To manage radio, film and television work on science and technology; to formulate technology related policies and norms; to direct the radio, film and television system to adopt the new and advanced technology and its research and development.

11. To conduct research on film and television related economic policies; to plan and manage the exclusive radio and television network in accordance with the overall plans, macro-policies, laws and regulations formulated or promulgated by the national and/or provincial government.

12. To formulate specific policies, regulations and norms on exclusive radio/television network: to direct step-by-step construction and development and to ensure radio and television programs broadcast safely.

13. On commission of Hunan Information Industry Bureau, to work out a plan for exclusive broadcasting frequency bands and designate and dispose radio/television frequency (band) and power technological parameters.

14. To lead Hunan People's Radio Station, Hunan Television Station and Hunan Radio and Television Press and other units; to coordinate and examine significant propaganda conducted by the above units.

15. To organize and manage generally their programs coverage.

16. To undertake other matters assigned by the Chinese Communist Party Hunan Committee and Provincial Government.
