Responsibilities:

1. To implement and execute the national guidelines, policies, laws and regulations about quality and technology supervision; to work out the local regulations about standardization, measurement, quality supervision and administration, security inspection; to guide and supervise the administrative law enforcement.

2. To administrate the works of quality supervision; to supervise and check the product quality; to administrate the check and verification upon quality arbitration; to organize and coordinate the inspection to the illegal actions of producing and distributing products with quality violations. To cope with the daily works of the provincial leadership office, which is in charge of fighting with the illegal actions of producing and distributing products with quality violations.

3. To be responsible of micromanagement and guiding the quality affairs in the province; to organize the implement the relative national policies and methods aiming at improving the quality of China's products as well as Hunan Quality Improvement Program; to study out the development strategy and guideline of Hunan's product quality level; to popularize the advanced experience and methods about quality management; to organize investigation and analysis to those significant product quality accidents, and the special equipments accidents of boiler, pressure container, lift, blast-proof electric equipments, and then make proper proposal for further treatment and improvement; to administrate the manufacture license for industrial products in accordance with the law.

4. To be in charge of managing the standardization; to organize the works of studying out, revising, approving, labeling and publishing the local standards; to manage the records of the enterprises' product standards; to supervise the implement of the standards; to popularize the international standards and advanced foreign standards; to guide the standardization in agriculture, industry and other fields; to administrate the organization codes and bar codes for commodity in the province.

5. To administrate the measure affairs; to popularize the national timing units, and organize the implement of the national measurement regulations; to establish the measurement standard of provincial level; to organize studying out the local regulations of measurement and inspection; to organize the dissemination of verification value; to popularize the modernization of industrial measurement; to assess the enterprises' ability to measurement inspection; to regulate and supervise the measurement actions to commodity amount.

6. To manage and supervise the certification authorization, coordinate and supervise the execution of security certification under compulsory management; to authorize and supervise the quality inspection organizations under law; to perform qualification certification and supervision management upon agency organizations that are related to quality and technology supervision.

7. To perform integrated management to the security inspection and supervision concerning the special equipments such as boilers, pressure vessels, pressure piping, elevators, flameproof electric appliances, etc. Establish rules and regulations and manage to carry them out; to perform import & export inspection and supervision to them.

8. To lay out and carry out the development program of quality and technology supervision, organize and harmonize the works of quality and technology supervision in different industries and professions; to manage and direct it from the technogical aspect including the anti-counterfeiting technology, and administrate the units that are directly under the bureau and direct the work of attached institutions and academic associations.

9. To organize and administrate the promotion, education, training and information services of quality and technology supervision; to organize and enhance its international communications for learning.

10. To quality and technology supervision departments that are under the provincial department, perform vertical management to their personnel structure and limits, personnel deployment, financial budget, wage levels, professional and technical posts, state-owned assets, infrastructure construction, technical reconstruction, etc. According to the power limits of officials, be responsible of the deployment, evaluation, appointment and dismissing, rewards and punishment and management of the officials who work in each cities' bureau; be in charge of the spiritual civilization construction in the quality and technology supervision system of the whole province.

11. To be in charge of other tasks from the provincial Party committee, provincial people's government.
