Main Functions

To supervise, direct and coordinate the safety production of the relative provincial and municipal departments, To check and implement the responsibility system of safety production and responsibility inquiry system of the accidents. To organize provincial government safety production checks and specialty checks. Participate in the study of safety production in industrial policies, investment, technology development etc. Be responsible for organizing grave accidents investigation and case-ending within the province. Organize and coordinate emergency correspond and rescue work. Guide and harmonize the work of the safety production administration execution of the province. Take on conferences and important activities organized by the provincial safety production committee, supervise and urge the follow out of confirmed conference issues of the safety production committee. Undertake other issues appointed by the provincial safety production committee.

2. To supervise the implementation that the relative organs and the industrial, mineral and commercial enterprises carry out the national safety production regulations and standards.

4. To perform authorization of the provincial people’s government concerning safety production comprehensive supervision under law, guide, coordinate and supervise the safety production supervision of relative organs. To establish the provincial safety production development programs. To analyze and forecast the situation of the safety production in the province regularly, study, coordinate and solve any great problems in the safety production.

5. Responsible for releasing information about provincial safety production, comprehensively administrate the statistical work of provincial safety accidents and the administration execution analysis of the safety production. To organize, coordinate the investigation and handling upon severe accidents by law, supervise its implementation. To organize, direct and coordinate the emergency rescue work for the safety production. Entrusted by the State Administration of Work Safety, participate in or assist with the dealing of grave accidents.

7. Guide, coordinate provincial safety production examination, organize and carry out industry commercial enterprise work condition and the quality management work of intermediate organization that deal with relative equipment except special equipment, inspect, safety estimation, safety training, safety consultation etc, supervise and inspect.

8. Organize the promotion education of the provincial safety production and the training and examination of safety inspectors and supervisors. by law organize, guide and supervise the safety qualification training, examination and certificate issuing of special personnel, main management staff of work management units.

9. To supervise and inspect the implementation of the relative enterprises to the work safety related laws, regulations and rules, technological standards, and supervise their safety production conditions and the safety management to the relative equipments, materials, occupational safety, and seal up violation of the law and regulations by law, To organize the seal up for the safety production units that don’t meet the work safety conditions

10. In accordance with the safety production conditions and procedures that are regulated by the Administrative Licensing Law, Regulation on Safety Production License and relative laws, regulations, national and industrial standards, perform examination and acceptance to the items of safety production requiring inspection or acceptance. For the unlicensed or unaccepted units that are engaging in relative activities, seal up under law. For the licensed units without proper safety production conditions, repeal the original license in accordance with law.

11. To be responsible for the safety evaluation of new construction, reconstruction, expansion construction projects’ feasibility research, and the safety supervision and inspection upon the safety facilities that are designed, constructed and put into operation contemporarily with the main body of the project (“three contemporary”).. According to the profession safety regulations and standards, supervise and inspect the prevention and cure of relative departments, industries and manufacturers for occupational health.

12. To supervise and advise the safety production supervision and management departments for their works.

13. To draft out the development and technological program of provincial safety production, organize and advise the identification to the safety production related scientific research and significant achievements, and the promotion and demonstration of advanced technologys.

14. To put the special fund projects under centralized management (national and provincial safety technology reconstruction, safety technology measure, management to public safety grave accidents potential, and supervise the utilization of the funds. to supervise the investment and the utilization of the funds that are required for safety production of enterprises.

15. To organize and perform the qualification system of the registered safety engineer together with relative organs, supervise and advise the qualification examination and registration of the registered safety engineers.

16. To enhance international communication and cooperation about safety production.

17. To be responsible for the daily works of Provincial Safety Production Committee office.

18. To undertake other issues that are appointed by the Provincical People’s Government, Provincial Committee of Work Safety and State Administration of Work Safety.
