Main Functions and responsibilities

1. To organize and coordinate relative department to implement the national laws, rules and regulations, policies related to the safety administration of foods, health products and cosmetics. To organize relative departments to establish local comprehensive supervision policy, programs of foods, health products and cosmetics safety management and supervise their implementation.

2. To execute comprehensive supervision to foods, health products and cosmetics safety management by law, organize and coordinate the safety supervision that are undertaken by relative department about food stuff, health products and cosmetics.

3. To organize relative departments to investigate and deal with grave safety accidents related to foods, health products and cosmetics. Authorized by the province government, organize the special execution supervision for foods, health products and cosmetics safety. To organize, coordinate and cooperate with relative organs for the grave accidents first aid which are related to foods, health products and cosmetics.

4. To comprehensively coordinate the inspection and evaluation upon the safety of foods, health products and cosmetics. Together with relative organs, to table the safety supervision information announce methods for foods, health products and cosmetics and supervise the implementation. To compile the safety information about foods, health products and cosmetics from relative departments and release them periodically.

5. To organize and carry out the national laws and regulations about drug management, draft out local management rules and supervise the implementation. To execute the Chinese traditional medicines variety protection system and drugs administration protection system by law.

6. To organize and implement the national law and administration regulations for medical appliances management. To examine and release the registration certificate of medical appliances products and license for manufacturing and operation. To supervise and implement the relative national standards, industrial standards and quality management regulations of medical appliances products.

7. To be responsible for the review and declaration of drug registration, supervise and implement national drug standards. Supervise and implement the market entrance standards for the health products, to be responsible for the first review of health products. Organize and implement the classification management system of prescription drugs and non-prescription drugs, and the monitor system of untoward reaction of drug products and medical appliances, be responsible for the first review of revaluation and elimination of drugs

8. To supervise and implement the quality management system criterias for the research, production, circulation and utilization of drugs. Release the licenses by laws for the following: drug manufacture, operation, medical institution formulation, health products manufacture, and the registration certificate for medical packaging materials(include containers) by law.

9. To supervise the drug and medical appliance quality of the manufacturer, operation enterprises and medical organizations. Periodically release quality bulletin of provincial pharmacy and medical appliances. Investigate and deal with law-violation activities for manufacturing and distributing pirate, counterfeit and poor-quality drug products and medical appliances. To review advertisement of drugs, health products and medical appliances.

10. To be responsible for the supervision upon drug products, medical appliances manufacturer, operation enterprises and medical institution established by central government, army force, province-belonged units in Hunan.

11. To supervise the radiopharmaceuticals, narcosis, poisonous and psychotropic drugs and special drug instruments.

12. To implement the admittance system for the qualification of professional pharmacists, being responsible for the registration management and educational training to provincial professional pharmacists.

13. To put the local foods and drug administration under centralized management, and advise their comprehensive supervision upon foods, health products and cosmetics safety management.

14. To undertake other issues given by higher authorities.
