Industrial & Commercial Administration Bureau of Hunan Province is the organ in charge of the provincial market supervision and management, and the implementation the function of administration and law enforcement, which is directly under the provincial government.

1. to enforce the national principles, policies, laws and regulations relating to industrial & commercial administration; combined with the consideration of the practical situation of the city, to get involved in working out the local draft of laws and regulations, and policies, and to organize the implementation of the relative rules, regulations and policies.

To take whole charge of the application and enrollment of the operational enterprises and individuals, to legally check the name of the enterprises to apply and enroll, to verify the operational qualification, to approve and issue the operational warrant, and to supervise and manage the application, enrollment and its operation.

3. To organize the supervision and management of market dealings; to legitimately inspect and penalize monopolized and unfair competition, commercial fraud, smuggling in circulation field, and other economically law-broken or regulation-violated cases.

4. To organize protection of the legitimate rights of consumers, to accept and hear the complaint of consumers, to organize inspection and penalization of violation against rights of consumers; to organize, inspect and penalize market operation of adulterate and counterfeit products.

5. To legitimately supervise and manage market of all kinds of consuming products and production materials; to inspect and manage operation on the internet; to take part in inspection and management of market of production factors.

6. To legitimately inspect and penalize the violation against brands and trademarks, to protect the exclusive right to a registered trademarks, and to supervise and manage the use and printing of trademarks; to direct the confirmation application of the famous trademarks, and the works of trademark agencies.

7. To legally supervise and manage issue of commercials and advertisement operation, and to guide the works of advertisement review organs.

8.To organize implementation of executive supervision and management, to work outmodel contract together with the department of trade management, to supervise and manage standard clauses of consuming contracts, and to organize, inspect and penalize the violation against laws and regulations through utilizing contracts.

9.To supervise and manage brokers, brokerage institutions, and relative go-between agencies.

10.To organize and manage register of chattel mortgage, to legitimately take part in supervision and management of auction.

11.To enforce the supervision ,management and all-round protection of company name, and special names, packages, upholsters, commercial secrets, trademarks etc of the famous commodity.

12. To take charge of accepting and dealing with the Administrative Reconsideration, and administrative litigation and suit-answering.
