Main Functions and responsibilities

1. To draft out local regulations of provincial news, publication and copyright management, lay out the policies of news and publishing industry, lay down the management policies and rules of provincial news, publication and copyright management as well as organize its implementation and supervision.

2. To set down provincial media and publishing industry development plan and industrial policies, and guide their implementation. Participate in the drafting the economic policies and relevant economic adjustment methods of provincial media and publishing industry.

3. To review and report for the licensing of the newly established publishers(including publishing houses for books, video and audio products, electronic publications and newspaper office, periodical magazine publishing house, group(corporation) in the media and publishing industry etc, similarly hereinafter), general subscription businesses (for books, newspapers, magazines, vedio and audio products, electric publications, hereinafter the same).. To evaluate the organizations such as publishers who copy vedio and audio products, electric publications, press groups, copyright mass management institutions and agencies concerning foreign affairs etc. Authorize the establishment of joint venture(cooperation) press enterprises, authorize the publication of party-internal data and books with party-internal data, authorize the printing enterprises and secondary wholesale units for publications.

4. To supervise and manage the media and publishing activities (including the publishing, printing, replication and issuance of publications). Investigate and deal with prohibition-violate publications and the law-violate activities of publishing, replication, printing and issuance units.

5. To supervise and administrate the provincial printing industries.

6. To draft out relative policies, rules and regulations concerning publications market in the province. Investigate and deal with or organize to deal with the illegal publishing activities and illegal publications. To lay out publications market “anti-pornography” “halt the criminal activities” plans and direct to put into practice, organize and harmonize the investigation of concentrate activity and major cases.

7. To be responsible for the publishing and replication management of provincial electronic publications, video and audio publications.

8. To organize and guide the publishing and issuance of textbooks, significant literature documents of the CCP and the state and other key publications.

9. To administrate the copyright affairs in the Province. Review and report for approval about the setup, withdrawal, mergence and renaming of the institutions of copyright mass management, agencies, contract arbitration. Organize and investigate the cases of copyright pirate. Assist national copyright management institution with relevant foreign affairs. Be responsible for the administration execution supervision and inspection of provincial publishing and copyrights.

10. To be responsible for the management of provincial media and publishing, international communications and cooperation for copyrights. Coordinate and manage the import and export of books, newspapers magazines and electronic publications.

11. To be responsible for the compilation and publishing of ancient texts in Hunan Province.

12. To set out provincial news publishing industry technical development plans and standard programming. Organize and coordinate news publishing industry technical development related management.

13. To set out the programs of the team construction, personnel training, education and training of provincial publishing industry and copyright management , and organize its implementation. To undertake the professional review and management in the news and publishing field, as well as the technical training, examination, identification etc. Be responsible for organizing the honoring and awarding in the provincial system.

14. To undertake other tasks given by provincial committee, provincial people’s government and General Administration of Press and Publication of the People’s Republic of China.(National Copyright Administration)
