China's State Council, or cabinet, has agreed to build a pilot zone in Shenzhen's Qianhai area near Hong Kong, with a series of special incentive policies, Zhang Xiaoqiang, deputy minister in charge of the National Development and Reform Commission, said in Hong Kong on Friday.
